In the justice sector, reduced government budgets coupled with increased cost pressures has forced authorities to explore alternatives to custody (such as Electronic Monitoring (EM) of offenders – which is typically a condition of probation that occurs before in lieu of jail or prison time, or parole occurring after release from prison). This is impacting the private prison operators with diminishing returns.
