The Challenge

In the justice sector, reduced government budgets coupled with increased cost pressures has forced authorities to explore alternatives to custody (such as Electronic Monitoring (EM) of offenders – which is typically a condition of probation that occurs before in lieu of jail or prison time, or parole occurring after release from prison). This is impacting the private prison operators with diminishing returns.

The Client (a global government services contractor) wanted to explore re-entry into the EM market to increase its service offerings in the Justice sector.

ConsultGenics was engaged to evaluate opportunities and business viability in adjacent segments within the Justice sector for potential market entry.

Methodology and Solution

  • Two-way approach for EM market size:
    • Bottom-up (demand side) using opportunity pipeline assessment.
    • Top-down using revenue share analysis.
  • List of opportunities within EM space comprising of rebids and new contracts.
  • Price negotiation with vendors due to high volume.
  • Profiling of EM device manufacturers and services’ suppliers.
  • Benchmarking and mapping of suppliers across various parameters such as depth of service offerings, hardware and software capabilities, technology, etc.
  • Tiering of vendors for target classification.
  • Analysing various tender documents to understand hardware and software requirements by the customers for EM devices:
    • Helped in mapping the companies’ capabilities to the customers’ requirements.
  • Target assessment based on the patents, technology, hardware, and software capabilities of the companies.
  • Due diligence and valuation models for the target.

  • The client is well equipped to take a well-informed decision driven by market attractiveness and the overall opportunity size.
  • Finalized potential targets basis the targets’ hardware and software capabilities, and mapping them with specific requirements in global EM tenders.
  • Engaged to support the client’s inorganic growth initiatives, providing due diligence and valuation support for identified targets.
